Abstract
The problem of poverty is a social phenomenon found in various regions. One of the government's efforts to tackle social problems and poverty alleviation is the Program Keluarga Harapan (PKH). The purpose of this study was to determine and analyze the effectiveness of Program Keluarga Harapan (PKH) in the context of improving the welfare of the community in Pematang Pudu Village, Mandau District, Bengkalis Regency and its inhibiting factors. This research method is qualitative, with data collection techniques using observation, interviews and documentation and the results are analyzed with descriptive qualitative. The results showed that: 1) The Program Keluarga Harapan (PKH) in Pematang Pudu Village, Mandau District, Bengkalis Regency was considered ineffective in improving the welfare of the community. This is because the distribution and validation of recipient data is still not optimal, so it is not on target. There are still many people who should receive PKH instead of getting it, on the contrary there are still PKH recipients who come from economically well-off. In 2020 in Bengkalis Regency the percentage of poor people in Bengkalis Regency was 6,4%, up from 2019 which was 6,22%, this indicates that the Family Hope Program is still not effective in improving people's welfare. In Pematang Pudu Village, Mandau District, especially in 2021 out of a total of 374 KPM only 1 person ended KPM participation due to improved socio-economic conditions. 2) The inhibiting factors for the effectiveness of the Program Keluarga Harapan (PKH) in order to improve the welfare of the community in Pematang Pudu Village, Mandau District, Bengkalis Regency, consist of the lack of data validation quality and low socialization to the community.
