Abstract
People smuggling has recently shown a significant increase. Even so, humans do not know anything about the state, but only as a transit country, but it must be realized that the crime of smuggling has the potential for vulnerability and vulnerability to the emergence of other crimes, such as selling money, trafficking in persons (trafficking), and even crime. People smuggling deserves to be investigated because it affects countries, groups and individuals. For the state, nothing is certain about people smuggling from the perpetrators. If the number of victims continues to grow, there must be a guarantee to provide protection for victims from sending country and receiving country. From an individual point of view, clearly the most depressed are victims of the smuggling. Because no one shelter the individual to work in the destination country. They just follow steps that are not clear from both observers and others. The main problem in this study is what are the factors that cause people smuggling at the Dumai Police, what is the modus operandi of people smuggling at the Dumai Police and what are the efforts to combat people smuggling at the Dumai Police. In conducting this research using observational research methods conducted by means of direct interviews with informants and the nature of this research is descriptive in which this research provides a clear and systematic description of the research conducted by the author. One of the factors causing the increase in people smuggling at the Dumai police station is that the long coastline of Dumai is not monitored optimally in the supervision and supervision of people and/or goods smugglers and the city of Dumai is an area close to Malaysia by sea. The modus operandi of people smuggling at the Dumai police station is the presence of jobs and large salaries by the perpetrators without any guarantee of protection for smugglers. Efforts are being made to combat people smuggling at the Dumai Police by seeking crossborder cooperation between the Dumai Police, the Navy, immigration and other agencies dealing with migrant workers' affairs as well as tightening coastal line surveillance on an ongoing basis. The use of legal sanctions must be carried out through a rational approach, because if not, it will lead to a crisis of excess criminalization and a crisis of exceeding the limits of criminal law. Udarto argued that if criminal law is to be used, it is seen in terms of the overall relation of criminal politics or social defense planning, this too must be an integral part of the national development plan.
