Abstract

When referring to organizational obligations, one of which is carrying out activities in accordance with organizational goals. However, nowadays we often find community organizations abusing their organizations for things that harm other people, be it groups or other individuals. One of the harmful actions taken by unscrupulous community organizations is the practice of illegal levies, they make their organization a place to carry out illegal levies (extortion) accompanied by acts of thuggery. This study aims to determine the background of illegal levies (extortion) accompanied by thuggery by elements of community organization x against business actors in the Ujungbatu district (Rohul). This study uses a qualitative descriptive approach with a total of 6 informants. The results of this study indicate that people in Ujungbatu District are permissive to illegal levies accompanied by thuggery carried out by elements of community organization x, especially business actors, they are victims as well as perpetrators, they also support the occurrence of these actions because they allow these actions and they also participate, causing illegal levies accompanied thuggery by community organizations x to continue in the Ujungbatu District.
