Abstract

The effectiveness of the implementation of the Prospective Bride Course which is regulated based on the regulations of the Director General of Islamic Community Guidance regarding the Bride and Groom Candidate Course no. DJ.II/491 Year 2009 which is now a regulation of the Director General of Islamic Community Guidance regarding the Prospective Bride Course No. 379 of 2018 concerning Pre-Marriage Guidance or Bride and Groom Courses is one of the requirements for the completeness of pre-marital registration, this is due to the many problems that occur in married life. In this research, there are several formulations of legal problems, namely as follows: First, how is the effectiveness of the implementation of the prospective bride and groom course as a condition for completing pre-marital registration at the Singingi District Religious Affairs Office. Second, what are the inhibiting factors in the process of implementing the prospective bride and groom course as a condition for completing Pre-Marriage registration at the Singingi District Religious Affairs Office, Singingi Religious Affairs Office. Writing in this thesis, the researcher uses an empirical sociological method through a qualitative descriptive and analytical approach. This study intends to see firsthand how the effectiveness of the implementation of the prospective bride and groom course at the Office of Religious Affairs, Kec. Singingi. The data and data sources used are primary data and secondary data. With interview data collection methods, observation, and documentation. Furthermore, preliminary conclusions are temporary which can change if stronger evidence is found. The results of the research conducted at the Office of Religious Affairs, Singingi District, show the following: First, regarding the effectiveness of its implementation, this prospective bride and groom course has been made a rule as a prerequisite for pre-marital completeness at the Singingi District Religious Affairs Office based on the regulations of the Director General of Islamic Community Guidance. But in terms of implementation it is not optimal. Second, on the inhibiting factors, the results of the study found several inhibiting factors in its implementation, namely: Lack of time discipline, long distance to the Office of Religious Affairs, regional differences between prospective brides and grooms, pressure from prospective brides to be processed quickly, and there are discrepancies in the data file requirements that do not match the prospective bride and groom.
