Abstract

ABSTRACT Perpetrators of sexual abuse today are not only from distant people, but have been carried out by the closest people or families of the victims and even their own biological fathers. As happened in the jurisdiction of the Siak Police, in this case the researcher raised the issue, namely the first factors that caused the occurrence of obscenity and the second the countermeasures carried out by the police in preventing this obscene crime from reoccurring. This type of research is empirical legal research, namely legal research with primary data or data obtained directly from the source. In empirical research, the thing studied is primarily primary data. Based on the results of this study, it was revealed that the factors that caused the father to abuse his biological child were legal instruments that did not protect the community, weak law enforcement, moral damage, lack of public awareness of the dangers of crime, development, opening opportunities for criminals, weak faith, psychology, sociology. Prevention and prevention efforts are carried out in a pre-emptive way, for example, urging the public to be more aware of crimes that occur to children, because currently obscene crimes are often encountered, prevention efforts are carried out by means of prevention, for example by carrying out a positive business or activity, countermeasures in a repressive manner, for example by providing legal instruments needed to protect the community.
