Abstract
The development of Pekanbaru City, the lifestyle of the people that changes every year so that the increasing number of vehicles. Every motorized vehicle owner wants to do their own activities to make it easier. The increasing number of vehicle users will also increase the transportation needs of the community. Scheduled transportation is also linked to the existing transport system, and parking is an important part of the transportation system. Realization of parking management is a traffic demand management tool, usually used to control vehicles going to a certain area or office, so it is hoped that traffic performance in that area can be improved. However, there are still many parking violations in the city of Pekanbaru, making the Transportation Agency carry out control in several areas. The Pekanbaru City Government has actually made arrangements and issued regulations as a follow-up to address budgeting violations in parking management. However, in fact there are still many vehicles and parking violations occurring in the city of Pekanbaru, so that the Pekanbaru City Transportation Agency as the SKPD has the authority to control them. The main problem of this research is How to control parking attendants by the Regional Technical Implementation Unit (UPTD) for parking based on PERDA No.2 of 2009 concerning Road Traffic and Transportation? and what are the sanctions given to parking attendants who commit violations? The research method used in this study is to use observational research, with data collection techniques, namely by questionnaires and interviews. Judging from the nature of this research, including descriptive research, namely research that provides a detailed and clear description of the main research problems. The results of this research discussion. The result of the discussion of this research is the control of parking attendants by the Regional Technical Implementation Unit (UPTD) of the parking lot based on Regional Regulation Number 2 of 2009 concerning Road Traffic and Transportation in the form of indirect control of the perusasif with the transportation service, in this case the parking UPTD provides guidance and direction. to the parking coordinator so that the parking coordinator can foster coordinated parking attendants. And the sanctions given to parking attendants who commit violations are in the form of a warning if the violation is minor and a warning if the violation has been committed more than once as well as direct action in the form of dismissal and revocation of KTA as a parking attendant.
