Abstract

The honorary teacher should get a clear employment title instead of what is happening now, the honorary teacher instead has an unclear employment status, due to the stipulated contract time, if the contract is completed, an honorary teacher will be dismissed from his employment status. In terms of employment status, the teaching profession is divided into two, (1) permanent teachers and (2) non-permanent teachers (assistant teachers). The difference between permanent teachers and honorary teachers does not stop at their employment status, but also in the minimum wage factor. In fact, if viewed from the side of work, permanent teachers and honorary teachers have the same job. Based on the background in this study, the authors determine the main problems as follows: How is the implementation of the wage system based on Law No. 13 of 2003 concerning Employment of Honorary Teachers at State Junior High School 7 Pekanbaru?, What are the inhibiting factors in the process of implementing the wage system? based on Law No. 13 of 2003 concerning Employment of Honorary Teachers at State Junior High School 7 Pekanbaru? This research method is Observational Research where the author goes directly to the field to obtain data and information related to the research that the author is doing, where the location is located at SMPN 7 Pekanbaru. The results of this study conclude that the implementation of the remuneration system based on Law Number 13 of 2003 concerning Employment for honorary teachers at State 7 Junior High School Pekanbaru. Honorary teachers are paid using a three-month system, and in this case it is not included in the Decree on the appointment of honorary teachers issued by the principal. The salary of the honorary teacher should be given once a month in order to support the life of the honorary teacher, but from not paying the salary once a month, the honorary teacher makes a loan to the school treasury. In this case the honorary teacher does not protest or reprimand because the honorary teacher is afraid of losing his job.
