Abstract

The number of foreign workers in Pelalawan Regency becomes a necessity and an unavoidable challenge, so to maintain economic stability and reduce the number of foreign workers in Pelalawan Regency, the government has made a policy of extending retribution levy for foreign workers. However, there are still a number of companies that do not pay renewals for licenses to employ foreign workers. This study aims to determine the Implementation of Pelalawan District Regulations No. 41 of 2016 concerning the procedures for extending the license to employ foreign workers and to find out the obstacles. This type of research used is a qualitative method with a descriptive approach, which aims to investigate the research object that cannot be measured using numbers because the goal is to reveal the actual events, facts, circumstances, and phenomena during the research. Payment of Retribution Extension of Foreign Workers Permit (IMTA) is important to regulate and face the challenges of the presence of free trade and industrial globalization due to the number of foreign labor arrivals and its increasing presence every year in Pelalawan Regency. So that the existence of this levy payment is expected to reduce the number of foreign workers in Pelalawan Regency. So it can be concluded that there are still obstacles in the implementation of the Regent's Regulation, where sanctions are less strict in the use of foreign workers as well as attitudes and openness from companies as well as data collection or administration that have not been maximized. So the authors suggest that an affirmation can be made in giving sanctions to companies found not to extend the IMTA, so that the policy can run and the local treasury of this levy can be obtained equivalent to the number of assing workers which increases every year in Pelalawan Regency.
