Abstract

A development will hit the target well implemented and the results will be utilized if the development carried out really meets the needs of the community. To enable this to happen, generally in rural development, it is absolutely necessary to empower rural communities starting from participation in planning to the final outcome of the development. Rural development areas cannot be separated from the participation of the entire community in the region, so that the performance of a Village Head as the Head of the Village Administration in carrying out some village household affairs, conducting community development and development, and fostering the village economy. However, in reality, it shows that the evaluation of the performance of the village government by the community in providing services is slow and convoluted as well as formalities. This research covers the main problem of how the role of the village government in community empowerment in agriculture in Kasikan Village, Tapung Hulu District, Kampar Regency and what are the inhibiting factors on the role of the village government in community empowerment in agriculture in Kasikan Village, Tapung Hulu District, Kampar Regency. The research method used in this research is Juridical Empirical, namely conducting direct field research, using interview data collection tools and questionnaires. The nature of this research is descriptive, that is, it provides an overview of community empowerment. This study uses primary and secondary data. Based on the results of the study, it is known that in the role of the village head in community empowerment in Kasika Village there are 2 namely physical development and non-physical development. The role of the Village Head of Kasikan is seen from various indicators as follows: The role of the Village Head in community development, The role of the Village Head in coordinating development in a participatory manner. Supporting factors include heredity, authority, and power. Inhibiting factors include population conditions, population participation, and equipment or facilities.
