Abstract

the delivery service, namely J&T Marpoyan Damai Branch, did not fulfill consumer protection for guarantees of feasibility and smoothness in the delivery of goods had not been carried out optimally. Consumers or service users make claims related to goods that were sent late to their destination or goods did not arrive at their destination or goods were damaged/lost during the delivery process due to several factors, the possibility of intentional or unintentional negligence or forced circumstances caused by the sender. and expeditions that cause losses. The problems in the research are as follows: 1) How is the implementation of consumer protection for shipping goods based on Law Number 8 of 1999 concerning Consumer Protection and 2) What are the Obstacles experienced by J&T Marpoyan Damai Branch in Fulfilling Legal Protection Against Consumers Based on Law Number 8 1999 concerning Consumer Protection. The research method used to answer the above objectives is to use the empirical legal research method, which is a data collection technique, where researchers make observations directly to the object of research to see closely the activities carried out. Methods Data collection was done by interview and questionnaire. The implementation of consumer protection for shipping goods based on law number 8 of 1999 (a case study of PT. J&T Express Pekanbaru Marpoyan Damai Branch) that consumers do not receive compensation from the J&T Marpoyan Damai Branch because of the non-fulfillment of the requirements proposed by the J&T Marpoyan Damai Branch against consumer. For goods sent, consumers do not package them as well as possible, such as not packing using wood so that they are not easily deformed and damaged. Then the consumer does not register insurance for the goods first. So, in this case the Central J&T cannot be held responsible by providing full compensation to consumers. Thus, there is no legal protection for consumers of J&T Marpoyan Damai Branch. The factors that become obstacles in the implementation of legal protection for consumers are as follows: Consumers Own Factors, Infrastructure Factors, Holiday Factors and Weather Factors.
