Abstract

The formation of the Village Consultative Body (BPD) is the result of reform as an effort to realize democracy at the village level. The BPD is an organization that functions as an agency that establishes village regulations with the Village Head, accommodates and channels the aspirations of the community. Its members are representatives of the villagers who are determined by way of deliberation and consensus. The BPD has a major role in assisting the Village Head in formulating village planning and overall village development. This study focuses on evaluating the function of the BPD in accommodating and channeling community aspirations. This research method uses qualitative methods, as a research procedure that produces descriptive data in the form of written or spoken words from people and behaviors that can be taken. The results showed that the BPD of Talang Bersemi Village, Batang Cenaku District, Indragiri Hulu Regency had carried out its functions and authorities but had not been effective. This can be seen from the aspirations that have not been channeled and the absence of village development in a better direction. The Inhibiting Factors of BPD in channeling the aspirations of the community can be viewed from the Internal and External aspects. First, internal factors, insufficient village fund budgets and the inactivity of the BPD in channeling community aspirations. Second, external factors, lack of community participation in helping the welfare of the village and the absence of a dialogical and effective working relationship pattern with the village government and village institutions and society.
