Abstract

The village Musrenbang is a stakeholder consultation forum to produce development planning agreements in the village. The implementation of the village musrenbang includes the preparation stage, discussion and formulation of program/activity priorities, formulation of deliberation agreements and postmusrenbang activities. The phenomenon of problems that occur in the implementation of the Tanjung Leban Penghuluan Musrenbang is that there is still a time delay in the implementation of the Musrenbang, the implementation of the Penghuluan Musrenbang should be announced openly to the public with the aim that the public gets information regarding the schedule, agenda, and place, but in the implementation of the Musrenbang only invited several representatives of hamlets and officials from the village administration and the lack of community participation in the implementation of the Musrenbang in the Penghuluan Tanjung Leban. The purpose of the study was to determine the implementation of the musrenbang in the Tanjung Leban District Headquarters and to find out the obstacles faced in the implementation of the musrenbang in the Tanjung Leban District Headquarters. The researcher chose to use three indicators, namely the Planning Stage, the Implementation Stage and the Post-Musrenbang Stage. This research is a qualitative research. This research was conducted at the Head of Tanjung Leban District, Kubu District, Rokan Hilir Regency. The type of data used is primary data, namely data obtained directly from informants who are the object of research and secondary data, namely documents, archives and books, these sources can be in the form of literature related to this research. Based on the results of the study, it was concluded that the Musrenbang in the Tanjung Leban Kepenghuluan was said to have not been optimal and had not carried out good planning. The factors that hinder the musrenbang in the head of Tanjung Leban are divided into three factors, namely the weak capacity of the institutions that handle the Musrenbang, the village musrenbang forum still looks rigid in providing input or opinions and the weak participation of the community in the implementation of the Musrenbang in the Penghuluan Tanjung Leban.
