Abstract
West Selatpanjang Sub-District was designated as Sub-Urban Area A (SWK-A), namely as the old city center and trading center of Selatpanjang City, the low number of ownership of building permits (IMB) is the main problem in this sub-district, which is caused by various factors. Therefore this research was conducted to develop a strategy for controlling the arrangement of buildings and the environment through controlling the IMB. This study uses a mixed method, which is a qualitative method to identify the implementation of IMB management, using quantitative methods to identify factors that affect the low IMB management using a Likert scale for weighting / scoringthen analyzed using multiple linear regression and also using the method. qualitative to determine the control strategy and building arrangement through IMB with theanalysis method Logical Framework Approach (LFA). Based on the results of the analysis, as for the problems in the implementation of IMB management in the form of expensive management costs and Building Boundary Lines (GSB) that are not in accordance with the rules, it is necessary to analyze the factors that influence the low IMB in the form of unpreparedness, incomprehension, lack of awareness, intent, economic motives, sanctions as well as information that is not clear, the factor has a very large influence on the low management of IMB "economic motive" with a B value of 0.096 and a factor that has very little influence is "unclear sanctions" with a B value of 0.028, then the right strategy to deal with the problem these are the preparation of an IMB management program for less than 3 days, an online-based IMB management program, a socialization program by the government.
