Abstract

Regions that have autonomy provide a space and scope for movement to people who participate in development and create a social society that is not focused on development objects, but this participation can also be in line with the results of development which are quickly realized and utilized for a quality life. and experience improvement in the social sphere. BPD (Village Consultative Body) is a form of democracy in the implementation of village governance which is an element in the administration of the village government. Law No. 23 of 2014 regarding regional government as stated in Article 1, namely Village is a culture that is often said to be a foreign word, which is a unitary element of society that has law also has boundaries and is tasked with registering matters for the sake of prioritizing the surrounding people based on components and aspirations prominent, include traditional ideas in the context of being respected, such as the government model as the NKRI. The research that the authors conducted determines the main problem, namely, what is the authority of the village head in order to supervise and manage the village business of Sungai Sitolang based on Law Number 6 of 2014 concerning Villages, and What are the Inhibiting Factors in the Management of the Village-Owned Enterprise of Sungai Sitolang Village. The research method used in this research is descriptive observational research with data collection tools, namely interviews and questionnaires. The reason the authors took this research method was in order to assess the effectiveness of the authority of the village head in supervising the management of the Village-Owned Enterprise in Sungai Sitolang Village, Rambah Hilir District, based on Law Number 6 of 2014 concerning Villages. The results of this study indicate that the mechanism of the role of the Village Head in the context of supervision and management of BUMDes Bina Usaha has played a role in terms of the establishment and planning of business units, it's just that the role of the government is still not maximal in monitoring and advising BUMDes performance, then the role of BPD is very close. with regards to supervision in the management of this BUMDes. Inhibiting factors in the management of the Sungai Sitolang Village-Owned Enterprise in terms of the budget they have is very minimal, the participation of the central and regional governments which then the policies of the village head itself are still not optimal in terms of capital, then the function of BUMDes Bina Usaha is less efficient in achieving The goal is that due to the borrower's unfavorable behavior, the funds disbursed for business development capital are actually used for other needs, so that business development is not smooth and has an impact on installment payments that are late due for months.
