Abstract

This study aims to determine the effectiveness of public services for social security administering body card users in the inpatient installation of Arifin Achmad Hospital, Pekanbaru City and to determine the inhibiting factors for achieving effectiveness in implementing public services for BPJS Kesehatan card users at Arifin Achmad Hospital, Pekanbaru City. The research method used is descriptive qualitative. There were 8 informants, namely patients or patients' families who received services, the Head of Medical Services as those who knew all the processes and conditions of service by medical personnel of the BPJS health service at Arifin Achmad Hospital, Pekanbaru City. The results showed that the effectiveness of public services for social security administering body card users in the inpatient installation of RSUD Arifin Achmad Pekanbaru City has generally been running well, although there are still some things that need to be fixed. This is based on an analysis of four indicators of effectiveness related to indicators (1) organizational characteristics in technology, (2) environmental characteristics in social, (3) employee characteristics, (4) policies and practices. While the inhibiting factors for the effectiveness of inpatient public services for BPJS Kesehatan card users at the Arifin Achmad Hospital, Pekanbaru City are the lack of socialization on the use of MIRAI for registration to the wider community and the lack of medical services and medical personnel such as handling complaints that are not seriously resolved so that complaints from patients come repeatedly. -many times
