Abstract

The development of narcotics abuse is increasing every day, and also one of the causes of the moral damage of a nation. The government has issued rules governing the handling of children who are perpetrators of narcotics abuse, namely the Law of the Republic of Indonesia Number 35 of 2009 concerning Narcotics. While children who are perpetrators of criminal acts or crimes are regulated in the Law of the Republic of Indonesia Number 11 of 2012 concerning the Juvenile Criminal Justice System and Law No. 35 of 2014 concerning Child Protection. Handling children who face legal problems, especially drug abuse by children must prioritize or prioritize the best interests of the child. While this research method is Empirical or Sociological, namely by means of a survey, where the author directly goes to the location of the research to obtain the necessary data using data collection tools in the form of interviews with respondents. The nature of this study is descriptive which means that this study provides a clear and detailed picture of the results of the research on the factors causing the misuse of narcotics crimes by children in the legal area of the Mandau Police, the modus operandi of misuse of narcotics crimes against children in the legal area of the Mandau Police Station and efforts to overcome narcotics crimes in the legal area of the Mandau Police Station. There are also factors causing the misuse of narcotics crimes by children in the legal area of the Mandau Police, namely because they want to be considered slang or just as trying and participating as a result of the influence of the social environment, family factors are lack of parental affection and attention and there is no parental direction towards the dangers of narcotics and the lack of education carried out by law enforcement officials, especially in the law area of the Mandau Police, on the dangers of narcotics to child. The modus operandi of the misuse of narcotics crimes against children in the legal area of the Mandau Police, the mode of spreading narcotics to children is also more difficult, because children carry out mode not only because of uanng but because of the association in their environment, the development of this modus operandi becomes a difficult job for the Mandau Police Department because children can deceive the Mandau Police As couriers, children are rarely found to appear suspicious of the Mandau Police. Efforts to overcome narcotics crimes in the legal area of the Mandau Police, so that children do not fall into drug abuse, the Mandau Police Station educates schools about the dangers of narcotics, society and all children's needs can be replaced through more positive activities such as sports, music or social activities can be an alternative to children's activities and parents' attention is committed to paying attention to what the child achieves.
