Abstract
The purpose of this study is to determine the results of the implementation of the BPD function and to find out what factors are hampering the function of the Village Consultative Body (BPD) in overseeing the administration of the Government in Sungai Manau Village, Kuantan Mudik District, Kuantan Singingi Regency. The research method used in this study is a qualitative method. Sources and types of data obtained from primary data and secondary data. Data collection techniques used several methods, namely (1) Observation, (2) Interview, and (3) Documentation. Data analysis techniques used in this study were through three stages of the water model, namely data reduction, data presentation, and verification. From the results of the study it can be concluded that the BPD has carried out one of its tasks and functions, namely establishing Village Regulations with the Village Head, as well as accommodating and channeling the aspirations of the community but not yet maximally. This is evidenced by the absence of a Village Regulation draft that was based on the aspirations of the village community proposed by the Manau River BPD. There are several factors that inhibit the function of BPD, one of which is the low participation of BPD in village meetings and activities, the weak human resources of BPD members and the lack of facilities and infrastructure owned by the Manau River BPD.
