Abstract

ABSTRACT Narcotics illicit trafficking is a crime that has existed for a long time in Indonesia and is very troubling to all parties, narcotics crime cases are always increasing, especially against narcotics illicit trafficking with a large number of cases every year, the development of illicit trafficking entering Indonesia is dominated by sea routes. In connection with the Riau Islands province which is an archipelagic area and borders with other countries so that it is suspected as one of the illegal narcotics supply areas in Indonesia, therefore in this study the author will examine the efforts of the Police in tackling narcotics trafficking in the Tanjungpinang City Police Legal Area. The formulation of the problem in this study are: 1. What are the factors that cause narcotics circulation in the jurisdiction of the Tanjungpinang City Police? and 2. How are the police efforts in tackling the circulation of narcotics in the jurisdiction of the Tanjungpinang City Police? The research method used is a type of sociological research (observation) which is seen from its descriptive analytical nature whose data uses primary data as the main data, that is, it goes directly to respondents to conduct interviews and uses secondary data as data to support the main issues to be discussed. Analysis of the data obtained by means of qualitative descriptive which the researcher will later relate to the theory and also the laws and regulations that are in accordance with the formulation of the researcher's problem. From the results of the research, the causes of illicit narcotics trafficking in the Tanjungpinang City Police Legal Area are motivated by several factors, including geographical factors, economic factors, environmental factors, difficulty in getting a job, Internal factors. Efforts made by the Tanjungpinang City Police in tackling the circulation of narcotics in Tanjungpinang City are pre-emptive efforts in the form of counseling carried out by the police to the community, then preventive efforts, namely prevention efforts in the form of actions such as patrolling activities, and repressive efforts which are action efforts such as take action against the perpetrators according to their actions and correct them again so that they are aware that their actions are unlawful and detrimental to society.
