Abstract

State Administrative Law is a law that regulates the relationship between society and the government in carrying out their functions and authorities as a ruler. Here state administrative law plays a very important role as a problem solver. One form of administration that directly touches every citizen is the administration of the population sector, one of which is KTP. The main problem in this research is the Implementation of Public Services in the Implementation of E-KTP in the Meranti Islands Regency Based on Law No. 25 of 2009 on Public Services, how is the implementation of services and factors that affect the implementation of public services in the Meranti Islands Regency based on Law No. 25 The year 2009. The research method in this study, when viewed from the type of research, can be grouped into observational research by means of a survey, meaning that the author conducts research directly to the research location to obtain the information and data needed in writing this scientific paper. The survey research is research that takes a sample of a population using interviews as the main data collection tool. While the nature of this research is descriptive, namely the author tries to provide a detailed description of the implementation of public services at the Department of Population and Civil Registration on Making E-KTP in the Meranti Islands Regency. The results showed that in the implementation of public services the making of E-KTP or electronic identity cards at the population and civil registration office of the Meranti Islands regency was constrained and did not run well, due to the unavailability of Blanks. As well as the failure to materialize Article 3 point (b) of Law Number 25 Year 2009 concerning Public Services, namely the realization of a proper public service system in accordance with the general principles of good governance and corporate governance. the main problem is the unavailability of facilities and infrastructure as well as adequate human resources in carrying out good public services.
