Abstract

In principle, local workers are local workers or native workers from an area, with the ability to spend every unit of time in order to produce goods or services, either for themselves or for others. However, local workers are workers who are bound or regulated in local regulations regarding the placement of local workers. Based on the fact that the company has not fully implemented the local workforce placement field, this is evidenced by the total number of employees of PT Mitra Hutani Jaya, which is 46 people, so only 4 (four) people use local labor, with the reason to realize the provision of labor that is according to their field of expertise is very difficult. The main problem is related to how is the implementation of local labor recruitment at PT Mitra Hutani Jaya and what is the inhibiting factor in the recruitment of local workers at PT Mitra Hutani Jaya. This type of research is observational research, namely by means of a survey or visiting directly to the research location using a data collection tool, namely interviews. while its nature is descriptive. The results showed that the implementation of local labor recruitment at PT Mitra Hutani Jaya is not yet running optimally because the company still does not comply with the provisions governing the placement and utilization of local workers. Even though all efforts have been made to fill the job vacancies, local workers cannot yet fill it, so new companies are allowed to seek workers from other regions, after obtaining permission from the regional head. Whereas the placement and utilization of labor is carried out based on the principles of being open, free, objective, and fair and equitable without discrimination, and the inhibiting factor in the recruitment of local workers at PT Mitra Hutani Jaya is the lack of supervision from the government, this is due to the number of labor inspectors in charge of supervision. the company is still very minimal, the lack of human resource potential is a problem that always creates a problem for every company in recruiting local workers, the local government does not prepare training and educational facilities and facilities, both for its workforce and the surrounding community, a less assertive attitude from the local government to the company's obligation to employ 80% local workers.
