Abstract

This study aims to determine and analyze the role of the Bengkalis Regency Fisheries Service in empowering fishermen in Rimba Sekampung Village, Bengkalis District and to determine the obstacles in empowering fishermen. The theoretical concepts and indicators used consist of technical guidance and assistance, mobilizing community participation, stimulation and motivation to the community, and community participation in choosing and making decisions. This research is located in the Rimba Sekampung Village, Bengkalis District, Bengkalis Regency and this study uses a qualitative analysis method, which is a study that directly describes the phenomena that occur in the field by describing in the form of observations, interviews, and questionnaires. The results of the study concluded that the role of the Bengkalis District Fisheries Service in empowering fishermen in the Rimba Sekampung Village, Bengkalis District was still not going well, this was based on the fact that it was found that the empowerment carried out by the Bengkalis District Fisheries Service had not been able to improve the fishermen's economy. The inhibiting factor for the Bengkalis Regency Fisheries Service in empowering fishermen in the Rimba Sekampung Village, Bengkalis District is hindered by the regulation of the Minister of Home Affairs Number 90 of 2019 concerning Classification, Codefication, and Nomenclature of Development Planning and Regional Finance, then in empowering the Bengkalis Regency Fisheries Service is constrained by the mindset of the community fishermen's progress is a bit slow, as if they are still fishing in the traditional way, with the current era of technology, fishermen should be helped by this technology, but fishermen cannot use it. To overcome this, it is hoped that the Bengkalis Regency Fisheries Service will continue to coordinate with the provincial government which has the authority to empower fishermen.
