Abstract

This study aims to determine and analyze the implementation of the village planning function and its obstacles by the Community Empowerment Institute (LPM) of Gudang Batu Village, Lirik District, Indragiri Hulu Regency. This type of research is descriptive with qualitative methods, data collection is done by means of observation, interviews, and documentation. The collected data is classified according to its type and form and then presented descriptively, then analyzed and then discussed in detail for further research conclusions. The results of this study found that the implementation of the village planning function by the Community Empowerment Institute (LPM) of Gudang Batu Village, Lirik District, Indragiri Hulu Regency had been implemented quite well. Where LPM has set development planning objectives in the RPJMD and RKP for the year, explored community aspirations and set a scale of development priorities, identified development needs and understood obstacles in development planning. LPM has determined the type and scale of development priorities needed by the people of Gudang Batu Village. The obstacles encountered were limited time for LPM members, lack of cooperation between LPM members, no fixed salary, lack of understanding of the policies attached to the village government, not yet conceptualizing the planning proposals championed by LPM. The selected LPM members should have knowledge and organizational skills, so that they can work together in presenting all development proposals to become more conceptualized and truly become partners of the village government in administering the wheels of government in the village. LPM is a critical partner for the village government, so that development planning in the village has an impact on the welfare of the community.
