Abstract

Article 19-28 Chapter VI of Law Number 8 of 1999 concerning Consumer Protection regulates the responsibility of producers, who are referred to as business actors. Article 1365 of the Civil Code also stipulates provisions regarding the responsibility of business actors based on unlawful acts committed by someone who because of his fault has caused harm to others. The problems in this study are as follows: First, how is the responsibility of business actors to consumers for the use of clothing dyes in food in Pekanbaru City based on Law Number 8 of 1999 concerning Consumer Protection. Second, what are the obstacles for business actors who use clothing dyes in food in Pekanbaru City based on Law Number 8 of 1999 concerning Consumer Protection. This research uses Sociological Law research methods (empirical) or observational (observational research) which is descriptive in nature. Analysis is research that collects data by going directly to the field by looking at the reality and common sense that exists. The location chosen to conduct the research is at Pasar Pagi Arengka Panam, Pekanbaru. The data that the researcher uses are Primary Data and Secondary Data, where Primary Data is obtained or collected through the first party with Data Collection Techniques through Interviews and Observations, while Secondary Data is data obtained from journals, theses, books, regulations. legislation, and related literature. Therefore, the researcher uses the method of drawing conclusions, namely deductive, which is drawing conclusions from a general matter to a specific nature. The results of the research and discussion are as follows: First, the responsibility of business actors to consumers for the use of clothing dyes in food in the city of Pekanbaru is based on Law Number 8 of 1999 concerning Consumer Protection seen from several factors including factors originating from business actors, Center for Drug and Food Control (BBPOM), and Consumers. Second, the obstacles for business actors who use clothing dyes in food in Pekanbaru City are also seen from several factors, namely business actors, the Center for Drug and Food Control (BBPOM), and consumers. The first obstacle is business actors doing cat and mouse with the Food and Drug Supervisory Agency (BBPOM). The second obstacle comes from the consumers themselves. Consumers are reluctant to report things that harm them with limited consumer knowledge, and consumers' lack of concern for seeking information.
