Abstract

Physical violence occurring in Syria such as systematic rape, sexual violence and harassment by pro-government forces in Syria which are known by international parties, especially the United Nations, still seems to face a long and steep road due to the failure of a peace agreement or ceasefire between parties military-backed government with Syrian armed opposition factions. Moreover, it is strongly suspected that there are terrorist groups, extremists and radicals who have taken part in riots and clashes in Syria within this year. But the efforts of the Arab League (especially Qatar) and the United Nations (Kofi Annan) to seriously dialogue with the parties in conflict in Syria should be supported and succeeded by all parties. The main problem in research is how the process of resolving the dispute over gross human rights violations in the armed conflict in Syria and how the role of Universal Declaration of Human Rights (UDHR) on gross human rights violations in Armed Conflict in Syria. The type of research that I use is the normative legal method, namely legal research conducted by examining library materials. While the nature of the research is descriptive is a study that provides data as thoroughly as possible about the situation or symptoms that can help in strengthening old theories and in order to compile new theories. Settlement of gross human rights violations in armed conflict in Syria, the United Nations has taken various ways to resolve armed conflicts in Syria starting from blockades, embargoes, the UN wants to reconcile, and the issuance of resolutions regarding chemical disarmament by the Assad regime and humanitarian aid resolutions. The emergence of intervention plans for the conflict was not approved by the UN Security Council so that interventions in the international armed conflict that occurred in Syria were not carried out. The role of the Universal Declaration of Human Rights (UDHR) carried out by the United Nations and the international world to uphold human rights in Syria is to send former UN secretary general Kofi Annan to peace in Syria, as well as the Arab League which calls for united opposition groups and proposes to form a government transitions on the UN proposal. And also Western countries that withdraw their ambassadors from Syria, and expel Syrian diplomats to their home countries. Even so, peace has still not been achieved due to the fact that the five permanent members of the UN Security Council often disagree in finding solutions to peace in Syria. This is evident where Russia and China vetoed the UN Security Council resolution for Syria three times.
