Abstract

This study intends to find out how the accountability and transparency of the village government in terms of financial management in Sidomulyo Village, Lyric District, Indragiri Hulu Regency. In this study using qualitative methods. In addition, primary and secondary data are the sources and types of data contained in this study. Furthermore, documentation and interviews were used in the technique of collecting research data. The data analysis technique starts from data reduction, data presentation, and concluding drawing. The results of the research in terms of transparency are transparent enough, but in several important aspects to be monitored, related to the provision of information media and information boards (Baliho) regarding activities being carried out by the village on the implementation of finance in village funds so that it is easily accessed or seen by the community. In terms of accountability, the government of Sidomulyo Village can be said to be quite accountable because in Sidomulyo Village it only meets several indicators according to PERMENDAGRI No. 20 of 2018 namely implementation, accountability, planning, and administration. However, the accountability of financial management reports in villages in Sidomulyo Village in its reporting is not sufficient in accordance with PERMENDAGRI No. 20 of 2018 where in the preparation of reporting on the realization of the government's implementation, the entire report in the second week of July was running due to delays in disbursing funds from the center to the village so that the village was hindered by financial management in the village which resulted in the plan to use village funds being hampered and not in accordance with the implementation plan APBDesa and the changes in the Village Revenue and Expenditure Budget for the 2020 fiscal year. Sidomulyo village uses the SISKEUDES application to record all transactions that occur in Sidomulyo Village,Lyrics District, Indragiri Hulu Regency
