Abstract

Currently cockfighting which has been registered as a gambling facility continues to grow in the community, this cockfighting gambling place is often referred to as a cockfighting arena, this is where the cockfights gamble. The crime of cockfighting gambling that occurred in the Ujung Batu District, Rokan Hulu Regency. Which until now in Ujung Batu District there are still many active cockfighting arenas in other words meaning that cockfighting gambling is often held there. The main problem in this study is what are the factors that cause a lot of cockfighting gambling to occur in the Ujung Batu Police Region. What are the efforts made by the police in tackling the crime of cockfighting gambling in the jurisdiction of the Ujung Batu Police. What are the obstacles in tackling the crime of cockfighting gambling in the Ujung Batu Police. This type of research will be included in observational research, which will be conducted by means of survey research and the nature of this research is descriptive research, namely research carried out by collecting existing data to be presented and analyzed in order to solve current problems. The results of this study are the factors that cause the emergence of cockfighting gambling, the first is the hobby that is owned by the perpetrators of cockfighting gambling to pit their roosters, the second factor is the environment and social friends are also factors driving the emergence of cockfighting gambling, the third factor is habit. which has been passed down from generation to generation, the fourth is the lack of faith and piety to Allah SWT and the last is the economic pressure and the difficulty of finding work. Efforts made by the Ujung Batu Police in tackling the crime of cockfighting gambling in the Legal area of the Ujung Batu Police, namely conducting raids on cockfighting gambling locations. The main and foremost obstacle is the difficulty of catching the perpetrators of cockfighting gambling and the second is the difficulty of proving the perpetrators of cockfighting gambling and the third is the lack of self-awareness of the perpetrators of complying with applicable laws.
