Abstract
The phenomenon of waste at Tempuling District is getting worse considering the population growth is not matched by the increase in service quality by DLHK Indragiri Hilir. The purpose of this study was to evaluate the duties of the Environmental and Sanitation Department of Indragiri Hilir District in waste management at Tempuling Subdistrict and their inhibiting factors. This research method is qualitative, by conducting interviews with selected informants and the results are analyzed descriptively qualitatively. The results showed that: 1) DLHK Indragiri Hilir duties in waste management at Tempuling Subdistrict was still not good. In terms of effectiveness, the scope of waste services in Tempuling Subdistrict is still not served. Waste management services that have not been good are influenced by facilities and infrastructure that have not met expectations. In terms of efficiency, the minimal budget resulted in limited infrastructure and limited number of yellow troops. In terms of adequacy, the performance of waste management in Tempuling Subdistrict has not satisfied the needs of the community. In terms of distribution, only Tembilahan and Tembilahan Hulu sub-districts are served with waste management. In terms of responsiveness, there is no community support for disposing of their waste properly. In terms of accuracy, the existing land conditions are not possible so that waste management in Tempuling Subdistrict has not progressed and has not been able to meet good sanitation standards 2) The inhibiting factors consist of low public awareness of waste disposal, lack of human resources, and budget constraints. From the results of this study, DLHK is advised to refer to the title of the best city in Indonesia that has used the 3R waste management method, made the procurement of TPST in Tempuling Subdistrict, more intensive in providing information dissemination and waste management insights to the public communities.
