Abstract

This study aims to analyze the implementation of the Development Plan Deliberation and the obstacles faced in the Implementation of the Development Plan Deliberation. This study uses a qualitative approach. This study uses key informants and supporting informants. The key informants were the village head of Banjar XII and the additional informants were BPD, head of RT/RW, community/youth leaders and LPMK. Sampling technique using Snowball Sampling. Data collection techniques using interviews, observation, and documentation. Data analysis was done by descriptive technique. The implementation of the Development Plan Deliberation in terms of communication found that its implementation was carried out by informing and coordinating with the community, but the communication was not optimal because not many people attended the musrembang. The resources in the Musrembang are only supported by government officials, the lack of participation of human resources from the community element, although it has been facilitated by the availability of facilities and infrastructure from the village, which is supported by a budget to carry out Musrenbang activities. The position or attitude has worked as expected, in which the kelurahan government response to the interests of the community is classified as positive, in which policy makers try to prioritize the needs of the community, although not all agreements that have been scheduled in the musrenbang can be realized. The bureaucratic structure in implementing it is considered to be not complicated, in which the bureaucratic structure only involves the government apparatus and stakeholders such as RW, RT, including interested communities.
