Abstract

The Pancasila mandate emphasizes the importance of welfare. The purpose of the welfare aim is to monitor the government's efforts to improve the wellbeing of Indonesians in general, and rural areas in particular. Welfare is achieved through the effective, efficient, and democratic delivery of high-quality public services. Furthermore, the government provides several indicators as a reference in good public service standards in the decree of the minister for the empowerment of the state civil apparatus and bureaucratic reform: service procedures, service times, service costs, service products, facilities and infrastructure, and service provider competence. The researcher employed qualitative research methods to explain the informants' viewpoints, as well as purposive sampling techniques and integrated triangulation data collecting in this study. This research discovered that there are stages in public services that take a long time to complete, causing delays in the service process, as well as insufficient facilities and infrastructure. The study's conclusion is that a number of factors influence the service process in the Village of Penghidupan, Kampar Regency, including facilities and infrastructure, verification procedures that require time for service, and the lack of visible information boards.
