Abstract

The tourism sector is a profitable commodity. Currently, the tourism sector is being developed in many regions. One of the regions that develops tourism is North Rupat District in Bengkalis Regency that develops a marine tourist attraction. The development of this tourist attraction has a positive impact on the local community such as providing jobs and the existence of businesses around the tourist attraction. Humans are created on the earth as caliphs or leaders with the aim to empower, utilize and prosper all the wealth of natural resources that exist for the common good and prosperity. Islam has rules for people who work and empower the economic field so that they do not conflict with Islamic economic values, including Aqidah, Morals, and Law (Shari'ah). The aim of the study is to find out how the implementatiton of Islamic economic values in the development of marine tourist attraction in North Rupat District, Bengkalis Regency. The type of the study is field research . The data sources of study are primary data and secondary data. The data collection techniques of the study are observation, interviews, and documentation. The informants of the study are the head of the tourism awareness group, a respentative from the district office, and 5 business actors. The results of the study show that the implementation of Islamic economic values in the development of marine tourist attraction in North Rupat District is in accordance with the values in the principles of aqidah, morals and Islamic economic law, namely by implementing the principle of permissibility, the principle of benefit, the principle of justice, the principle of Ta' awun, and the principle of participation.
