Abstract
The management of village funds must be carried out in an orderly manner, complying with the provisions of applicable laws and regulations, efficient, economical, effective, transparent and responsible. The ability of human resources in managing village finances greatly determines the welfare of a village and the Village Head is a reliable human resource to be able to prosper the village community led by the Village Head, especially in managing village funds, so that village funds can be channeled for village development in a better direction. However, in the process of controlling and managing village financial resources, it is the authority of a village head. The formulation of the problem in this research are: First, how is the role of the village head in managing village income sources in Tanjung Belit Village, Siak Kecil District based on Bengkalis Regency Regional Regulation Number 13 of 2007 concerning Village Finance. Second, what are the efforts made by the Village Head in overcoming the deficit in the Village Revenue and Expenditure Budget or APBDes in 2019. In this observation the author uses the research method of this research is observational research by means of a descriptive survey that provides a detailed description of the implementation of the role of the Village Head in managing village income sources in Tanjung Belit Village The result of the discussion of this research is the role of the village head in managing village income sources which was carried out which was then assisted by the village secretary and head of financial affairs and obstacles in the management of sources of income in Tanjung Belit Village, Siak Kecil District, Bengkalis Regency. Another factor is the very old mechanism and procedures for the preparation of the PADes and APBdes in Tanjung Belit village. And the lack of awareness and government cooperation in responding to how the role of the village head can be in accordance with applicable laws and regulations
