Abstract

Civil servants are the main components of government agencies whose function is to determine whether or not the implementation of government and development is successful. This can be realized by a civil servant if they have the expertise that can be seen from good discipline, high performance and loyalty and their obedience to the state, have good morals and mentality, are professional, realize their obligation to serve the community and have the ability to guard the integrity of the nation. The main problems of this research are as follows: How is the implementation of disciplinary regulations for Civil Servants in the Archives and Libraries Office of Riau Province, and what are the obstacles in the implementation of disciplinary regulations for Civil Servants in the Archives and Libraries Office of Riau Province. This writing uses observational research methods when viewed from the type of research, namely by means of surveys, in which the authors go directly to the research location to obtain the necessary data by using data collection tools in the form of interviews and questionnaires. The nature of this research is to provide a clear and detailed picture. The results of this study are the implementation of disciplinary regulations for civil servants in the Riau Province Archives and Libraries Service has been carried out according to Government Regulation Number 53 of 2010 concerning Civil Servant Discipline. However, other regulations related to employee management are also regulated in Government Regulation Number 11 of 2017 concerning Civil Servant Management, and State Personnel Agency Regulation Number 3 of 2020 concerning Technical Guidelines for the Dismissal of Civil Servants. The obstacles faced in the Implementation of Discipline Regulations for Civil Servants in the Archives and Libraries Service of Riau Province are the lack of strict sanctions imposed by the competent authorities and the diminished discipline of civil servants.
