Abstract

The accumulation of garbage that is often seen in Tenayan Raya Subdistrict, such as on the side of the Bukit Barisan road, Singgalang Street is always visible as a garbage dump. Meanwhile, every day there are residents who throw garbage in that place and also carry out garbage burning. Residents admit that they are confused about where to throw their garbage other than in that place, because so far it has become a habit, besides that, local residents also complain about the condition of the garbage that has accumulated, because it is disturbed by the smell of the waste from the residents. Thus it is contrary to Article 71 paragraph (2) of Regional Regulation Number 8 of 2014 concerning Waste Management. The problem is what are the obstacles and what efforts are being made regarding the implementation of the prohibition on burning household waste in Tenayan Raya District based on the Regional Regulation of Pekanbaru City Number 8 of 2014 concerning Waste Management? This type of research is a type of sociological law research, the data that the author does using qualitative analysis, the data collection technique used by the writer is to use the method of observation, interviews, and literature review, namely by reading literature literature that has a causal relationship with the problem. is being researched. Where the data that the authors do using qualitative analysis. The authors present qualitative data and describe it in clear sentences and in easy to understand language, so that conclusions are drawn from narrower facts in specific rules, to broader facts with more general rules. The conclusion in this study is that the local regulation has not been running as it should be, because it is still found that some people burn household waste in several places, even though a place has been provided but there are still some who violate it. The suggestion from the author is that in implementing the prohibition on burning household waste in the District of Tenayan Raya based on the Regional Regulation of Pekanbaru City Number 8 of 2014 concerning Waste Management, the government or related parties must increase the frequency of waste transportation so that there is no accumulation of garbage.
