Abstract
The Prosperous Rice Program (Rastra) is one of the poverty reduction programs based on the principles of respect, appreciation and fulfillment of basic rights for the poor. However, in several areas in Indonesia, there are still some problems regarding the implementation of this program, especially in Pangkalan Kasai Village, Seberida Subdistrict, Indragiri Hulu Regency, among others, the distribution of Rastra assistance that is not right on target such as providing assistance to people who are already able, the amount of rice received by Rastra beneficiaries not in accordance with the provisions, mismatching of rice prices and poor quality of rice. The theory used as a guideline for analysis in this study is Edward III's theory regarding the factors supporting the success of policies, namely communication, resources, disposition and bureaucratic structures. This research uses descriptive qualitative method. From the research results it is known that the communication between the government and the community is carried out in village meetings, then the condition of implementing resources is only 2 people from the government, then 2 assistants with community groups, the Head of the Environment and the Head of the Hamlet. The conclusion of this study is that all communication indicators are carried out jointly with the community, the condition of the resources is sufficient, the response of the implementers is quite firm and the clear briocratic structure makes the implementation of the program run quite well. There are suggestions that can be given, among others, that the urban village government should carry out regular outreach, increase the number of human resources and facilities, to implementers to act decisively and responsively and to detail more about the welfare rice program regulations.
