Abstract

Fly Over construction at the junction of Jl. Soekarno Hatta - Jl. Tuanku Tambusai has not fully overcome the impact of the congestion at the Jl. Soekarno Hatta - Jl. Tuanku Tambusai, because there are still queues and delays that occur at the intersection. It is known that the degree of saturation at the intersection of Jl. Soekarno Hatta - Jl. Tuanku Tambusai at a peak of 0.83 in the west direction with an average delay of 90.07 sec / pcu, so that congestion still occurs due to delays and unstable intersection performance. The purpose of this study is to determine the performance of the Tuanku Tambusai - Soekarno Hatta intersection, to know the supporting infrastructure that will be installed on the Tuanku Tambusai - Soekarno Hatta flyover and to know the application of traffic engineering management at the Tuanku Tambusai - Soekarno Hatta flyover. This research was carried out by carrying out an inventory of intersections, a survey of turning movements, observing and observing the conditions of supporting infrastructure, then analyzed and discussed with MKJI 1997 analysis, vissim applications and guided by Government Regulation Number 79 of 2013 concerning Road Traffic and Transportation Networks. At the time the flyover had not yet been built, data from the Pekanbaru City Transportation Agency obtained a queue length of 400 to 600 meters at the Tuanku Tambusai intersection on the west side and 300 meters to 550 meters at the intersection. Furthermore, the results of the analysis when awakened with a fly over in the North-South direction, of course only decreased the degree of saturation in the north-south direction to 0.3, which was originally 0.5, while the west and east did not decrease the degree of saturation at all. Furthermore, when the development simulation is carried out, ideally the degree of saturation should decrease to an average of 0.4. engineering management is needed in built conditions by installing traffic signs, 4 units of traffic light warning signs, 4 units of prohibited rotating signs, 2 units of traffic directing signs and 2 units of speed limiting signs, closing the nearest U turn, namely: U turn Mandiri, which is 162 m away and implements engineering management by arranging traffic lights from 4 phases to 3 phases in order to reduce waiting times and queues at intersections and to change the function of tunnels to crossings of people.
