Abstract

PERMENSOS (Regulation of the Minister of Social Affairs) Number 1 of 2018 concerning the Hope family Program is a rule in the form of a conditional social assistance program provided to poor families who are designated as beneficiary families of the Hope Family Program (PKH) issued by the government. This program is one of the programs implemented by the government through the Ministry of Social Affairs of the Republic of Indonesia for poverty reduction. This research was conducted in Rokan Hulu Regency in the service unit of the Hope Family Program, Rokan Hulu Regency. The purpose of this study is to determine the Implementation of the Authority of the Social Service in the Minister of Social Affairs Regulation Number 1 of 2018 concerning the Family Hope Program for poverty alleviation in Rokan Hulu district and its inhibiting and supporting factors. The method used in this research is sociological research, namely research carried out directly in the field which starts on primary data obtained directly through interviews and questionnaires to the head of the social protection and security sector, District and District Coordinators, operators, social assistants and beneficiary families of the The Hope Family Program (PKH) then also the parties that are related to this research. The results of this study indicate that the Implementation of Social Service Authority in the Regulation of the Minister of Social Affairs Number 1 of 2018 regarding the hope family program in poverty alleviation in Rokan Hulu district has not been running optimally, this can be seen between the stages mechanism that has been regulated in Ministerial Regulation No.1 of 2018 concerning the Hope Family Program (PKH) Article 32, namely in the PKH implementation mechanism is carried out in several stages which are constrained by several problems that the researchers found in the field, such as data on proposing the number of BDT from the Regency to the Ministry of Social Affairs which is far expected from what was planned by the Rokan Hulu Regency Social Service, so that it does not include all poor communities in Rokan Hulu District who get PKH social assistance, the time to validate data on potential recipients is relatively short, which results in the determination of PKH beneficiary families that are not on target. Inhibiting Factors The mismatch between the number of PKH recipients for BDT data sent by the Social Service of the PKH Secretariat of the Rokan Hulu Regency to the Ministry of Social Affairs of the Republic of Indonesia, the Rokan Hulu Regency Government is still categorized as slow in updating BDT data previously sent to the Center, Lack of socialization due to constraints on operational costs, facilities and infrastructure that are still limited to support the implementation of PKH, there is still a lack of communication between PKH Facilitators and Beneficiary Families in terms of updating data. Then the supporting factors. There is a strong commitment between the government and the regions to the success of the Hope family Program (PKH) in order to help improve community welfare, there is an increase in a better life by the community after receiving assistance from the Hope family Program.
