Abstract

Law Number: 23 of 2014 as lastly amended by Law of the Republic of Indonesia Number 9 of 2015 concerning the Second Amendment to Law Number 23 of 2014 concerning Regional Government. In practice it creates problems in the regions. Especially at the Provincial and Regency Municipal DPRD secretariats, which are chaired by the Secretary of the Provincial and Regency/City DPRDs.The research that the author conducted by determining the main problem: How is the Implementation of the Duties and Functions of the DPRD Secretary in supporting the DPRD Performance according to Law Number 23 of 2014 as last amended by Law Number 9 of 2015 concerning Regional Government? And what are the supporting and inhibiting factors of the Duties and Functions of the DPRD Secretary in supporting the Performance of the Pekanbaru City DPRD. This research, when viewed from the type of research, uses Normative Legal Research, namely by studying Law Number 23 of 2014 as last amended by Law Number 9 of 2015 concerning Regional Government. With descriptive qualitative analysis methods and interviews with former Secretary of the Pekanbaru City DPRD to strengthen the data that the author has obtained. From the results of the research and discussion that the authors do, how the Duties and Functions of the DPRD Secretary in support of the Performance of the DPRD Pekanbaru City. As viewed from Law Number 23 of 2014 as recently referred to by Law Number 9 of 2015 concerning Regional Government, it has not been running as it should. It seems clear that the DPRD Secretary is technically responsible for the DPRD Leadership and administratively responsible for the Regional Head through the Pekanbaru City Secretary. This is very ambiguous or ambiguous in loyalty to the DPRD leadership and also to the regional head. While the inhibiting factors in carrying out the duties and functions of the Secretary of the DPRD of Pekanbaru City are: Intervention Council Secretariat Staff Placement and Cooperation with Journalists, Mastery of Technology, Human Resources who are less professional in understanding Law Number: 23 of 2014 concerning Regional Government and Its Derivatives, Availability of Finance is not timely for the needs of the Council and Secretariat.
