Abstract

This study aims to determine the results of the implementation of the zoning system policy for new student admissions for the 2018/2019 academic year in Pekanbaru City and to find out the barriers to implementing the zoning system policy on new student admissions for the 2018/2019 academic year in Pekanbaru City. The assessment criteria used in this study are based on Dunn's theory, which include effectiveness, efficiency, sufficiency, leveling, responsiveness and accuracy. The location of this research is SMA Negeri 4 Pekanbaru, SMA Negeri 8 Pekanbaru and SMA Negeri 14 Pekanbaru. The type of this research is descriptive qualitative by describing or describing the data generated from field research into the form of a systematic explanation. In this study using purposive sample sampling technique. Respondents in this study consisted of the Riau Province Education Office, the Principal of the School, the New Student Admissions Committee and 13 student guardians. Types and data collection techniques used consisted of interviews, observation and documentation techniques. Meanwhile, the data analysis technique used in this research is descriptive method and data analysis by Miles and Huberman. Based on this analysis technique, the researchers assessed and concluded the Zoning System Policy Evaluation for New Student Admissions for the 2018/2019 Academic Year in Pekanbaru City. The results of this study indicate that the problem of the zoning system in the admission of new students requires serious attention from the government. The objectives and benefits of this zoning system policy have indeed helped in handling equal distribution of education throughout schools, but on the other hand there are many parties who are disadvantaged in implementing this policy, especially from the community. The zoning system causes students who have good achievement to be unable to enter good schools. This of course also cannot be separated from the existence of supporting factors and obstacle factors.
