Abstract
The right of Indonesian citizens to freely express and determine the political attitude lead them into the revocation of their passport and their citizenship status to those who live abroad in 1965-1966, therefore those better known as exile 65' and they demanded the return of their citizenship status. This research was done in order to find out how the discourse of the policies taken by the Indonesian government in meeting the demands of the exiles. Qualitative research methods are used with a descriptive approach, describing the subject and object under study, and explaining the variables and The indicators in this case are human rights, organizations in society and individuals personally. The types and data collection techniques that were used under this research were a consisted literature study, documentation and text analysis. The obstacle regarding the status return of Indonesian exile citizenship is that the Indonesian government has not passed the multiple citizenship policy yet. The researcher's input and suggestions for this research are that it is expected that the Indonesian government will immediately authenticate the dual citizenship policy so that the status of exiled Indonesian citizens can return immediately.
