Abstract

this study were the use of school operational assistance funds, especially to improve the quality of education, where the management of funds at 13 belutu public elementary schools was considered insufficient to meet school needs. The purpose of this study was to analyze the extent to which the effectiveness of the use of aid funds school operations in 13 Belutu Public Elementary Schools, Kandis District, Siak District and to find out what obstacles are faced by 13 Belutu Public Primary Schools in the use of school operational assistance funds. In conducting this research, the researcher uses descriptive survey type, with the type of qualitative research, qualitative research is the methods to explore and understand the meaning that a number of individuals or a group of people think comes from a social or human problem. Based on the results of this analysis, the researcher assesses and concludes that the use of operational assistance funds in elementary schools is not yet fully adequate, this is reinforced from the results of field observations that the school's conditions are incomplete, such as laboratory equipment, lack of computers, and inadequate library rooms. The conclusion of this study is that the use of boss funds has not been utilized optimally where the inhibiting factor is the limited funds provided by the Siak district education office. Suggestions for researchers who are interested in the issue of using boss funds to conduct research by raising the same problem because current research in general has not get the expected answer.
