Abstract

The construction of the bridge which is a very important public facility for the people of Buluh Cina Village, Siak Hulu District, Kampar Regency has not been realized, thus hampering mobility and hampering the economic development of the Buluh Cina Village community. With that, the right communication strategy between the community and the government is needed so that the aspirations of the people themselves can reach the government. This study uses qualitative research methods, the location of the research is Buluh Cina Village, Siak Hulu District, Kampar Regency. The research was carried out from November 2021 to December 2021. The results of this study are, the communication strategy that is needed and has been implemented is a development communication strategy. The problems that occur in the construction of bridges in Buluh Cina Village are the pros and cons for the community. Another problem that has caused the permanent bridge to be not realized in Buluh Cina Village is also because there are still requirements that the village government has not been able to fulfill in the process of submitting to the provincial government.
