Abstract

This study aims to determine the Governance and Barriers to Waste Management by the Department of Environment and Hygiene in the District of Tampan, Pekanbaru City, where in this study there are problems or indications, namely: 1. Non-permanent Schedule of garbage collection is carried out by the garbage carrier so that it is still found some piles of garbage that have not been transported for days. 2. Lack of a good fleet of Vehicles Trucks are used in the transportation of rubbish so that as a whole the waste is not evenly transported entirely by officers. 3. Lack of Garbage Transport Officers, where in one fleet the number of garbage collection personnel is 4 to 5 people divided by 1 driver and the rest is garbage transporters. When in TPS, it is found that piles of waste are too abundant, then the garbage will not be transported all because the garbage load is full and the garbage is not completely removed. then in research to find out the purpose of this study is to find out the Waste Management Management by the Department of Environment and Hygiene in the District of Tampan, Pekanbaru City. Then in the concept of this study researchers used a qualitative method with the type technique used in this research is a descriptive type in which the writer will use objective conditions found in the field based on the data that exists with the problem. Then the researcher explains about the variables along with the indicators used are Actors, Structure, and Empirical. Researchers identified several informants, namely the Head of Waste Management, Waste Reduction and Utilization Section, Facilities and Infrastructure Section, and the community as additional informants. Furthermore, researchers use the theory in this study is the Theory of Governance from Goran Hyden in Dwipayana. Furthermore, in this research data collection was obtained through Interviews, Observation and Documentation by considering to balance the results of data analysis and from different techniques from various sources and drawn conclusions. and based on the results of the study it was concluded that not all indicators were carried out well and in their implementation were still ineffective
