Abstract

This research is motivated by the fulfilment of basic development needs that are beneficial to the community. The purpose of this study was to find out how the communication of the development of the Air Putih Village, Lubuk Batu Jaya District, Indragiri Hulu Regency in community empowerment. Development communication includes the role and function of communication among all parties involved, especially the community with the government since the planning, implementation and evaluation process. This study uses a qualitative research method with a descriptive approach that aims to describe and explain the communication of Air Putih Village development in community empowerment, set 3 resource persons as informants. This results of this study indicate that the village government uses a personal approach in conveying the message of development, so that the construction of retaining walls seemed careless because the location of the construction was not done properly which caused it to only last a few years. Empowerment carried out by the Village government must be able to coordinate needs better than that so that the construction of retaining walls does not seem arbitrary. The Air putih Village Government is a fairly good development communicator in conveying development messages to the community with development goals that are beneficial to the community. The Air Putih Village government needs to improve the quality of this human resources in carrying out their duties and functions by prioritizing the interests of the village dan the community.
