Abstract

ABSTRACT Entertainment places are one of the most developed sectors in Pekanbaru City. One of the entertainment venues that is experiencing rapid development in Pekanbaru City is karaoke entertainment. The government needs to anticipate that the existence of this entertainment place is not misused in the event that the Pekanbaru City government issues Regional Regulation Number 3 of 2002 concerning Public Entertainment Places. So far, the existence of many public entertainment places in Pekanbaru City has violated the provisions, especially violations of the operational time provisions given by the Pekanbaru City government in Regional Regulation No. 3 of 2002 concerning Public Entertainment Places. The main problem in the research is how to monitor the operational time of public entertainment venues in Pekanbaru City according to Pekanbaru City Regional Regulation Number 3 of 2002 concerning Public Entertainment Places by the Pekanbaru City Civil Service Police Unit. And what are the inhibiting factors faced by the Pekanbaru City Civil Service Police Unit in carrying out their duties in monitoring the operational time of Karaoke Entertainment Places in Pekanbaru City. This research, in terms of its type, belongs to the type of sociological law research, namely that law is conceptualized as a real social phenomenon associated with social phenomena. Whereas seen from the point of view of its nature, this research is descriptive based on the results of the research conducted by the author, it can be argued that monitoring the operational time of public entertainment venues in Pekanbaru City according to Regional Regulation No. 3 of 2002 concerning Public Entertainment Places in article 5 concerning operational time where each place public entertainment should carry out business activities in accordance with these provisions. Namely describing the monitoring of violations of the operational time of public entertainment venues (karaoke) by the Civil Service Police Unit in Pekanbaru City. The result of this research is that supervision in the field of karaoke entertainment places does business activities beyond the provisions of the regional regulations, which operates until 02.00 WIB. The factors that influence the implementation of the operational time of public entertainment venues in Pekanbaru City are the lack of supervision from the Pekanbaru City government, namely the Pekanbaru City Civil Service Police Unit, due to the lack of personnel of the Pekanbaru City Civil Service Police Unit in enforcing local regulations, the supervision system is less effective. Supervision of karaoke places in Pekanbaru City and corrective actions have not been maximized in fact, until now there are still many karaoke places that violate the provisions stipulated in regional regulation No.3 of 2002 concerning Public Entertainment Places and law enforcement related to organizers of operational time for karaoke entertainment venues in Pekanbaru City impressed not optimal so there are still many violators who commit violations.
