Abstract

The land use along Jalan Soebrantas is in the form of an educational area, offices, shop houses and also markets. One of the markets located on Jl. Soebrantas is Panam's Simpang Baru Market. The activity of the Simpang Baru Panam Market according to its empirical condition has the most activity. The high activity at the Simpang Baru Panam Market has an impact or impact on the surrounding traffic such as high traffic volume which causes congestion, haphazard parking to eat the shoulder of the road and also the use of sidewalks by traders, causing discomfort for pedestrians. The research location is Jalan HR. Soebrantas Panam Pekanbaru City, this road has a functional length of ± 5.6 km. The research location point is the Jalan Soebrantas section in front of the Simpang Baru Panam Market. The data used is primary data consisting of road geometry, traffic volume, side barriers and vehicle speed. The data were analyzed using the 1997 MKJI method. The results of the analysis of traffic performance in the Simpang Baru Panam Market area, Jalan Soebrantas Pekanbaru, namely the capacity (C) in the East-West direction and the West-East direction of 3234 pcu/hour. The degree of saturation (DS) in the East-West direction is 0.250 and the West-East direction is 0.247. The V/C ratio is 0.412 with service level B with stable flow criteria, but the speed of operation is starting to be limited by traffic conditions. The driver has enough freedom to choose the speed. The planning of the transportation area in the Simpang Baru Panam Market area, Jalan Soebrantas Pekanbaru based on the results of the analysis of the existing road capacity and ideal conditions, namely a decrease in road capacity of 258.72 smp/hour from ideal conditions and the analysis of the degree of saturation in the existing condition is greater than the ideal condition, namely 0.250 in the existing condition and in the ideal condition which is 0.231. Also the results of observational analysis are that pedestrian sidewalks cannot be optimized, there are no crossings for pedestrians, traffic lights at intersections are not active and many vehicles park on the shoulder of the road as well as road signs and markings that do not function optimally. Recommendations that can be given for planning the transportation area of the Simpang Baru Panam Market area are determining mass transportation priorities, giving priority to pedestrian safety and comfort and controlling traffic on roads and intersections.
