Abstract
BPOM based on Article 1 of the Regulation of the Food and Drug Supervisory Agency Number 26 of 2017 concerning the Organization and Work Procedure of the Food and Drug Supervisory Agency "BPOM is a non-ministerial government agency that takes care of affairs in the field of supervision and food. The function of BPOM is supervision which consists of drugs, medicinal ingredients, narcotics, psychotropics, addictive substances, traditional medicines, cosmetics and food. Whereas regarding the circulation of cosmetic products that do not have a distribution permit (without a BPOM label) in the cosmetic palace shop, there are several types of cosmetics with the brands of Skin conditioner, spa smotch, Liptint being sold. That this is illegal and contrary to Article 106 paragraph 1 of Law Number 36 Year 2009 concerning Health “Pharmaceutical preparations and medical devices can only be circulated after obtaining a distribution permit. The main problem in this study is how the role of BPOM in monitoring the circulation of illegal cosmetics in the city of Pekanbaru. What is the form of consumer legal protection against the circulation of illegal cosmetics in cold water in the city of Pekanbaru. The type of research used in this study is observational research, namely by direct survey of the field using the interview method as a data collection tool. Meanwhile, based on the nature of this research is descriptive, namely the author provides a clear and detailed description. Based on the results of research conducted by the author, the role of BPOM As stated in Law No. 36. Cosmetic products circulating in several shops studied in general already have distribution permits and are eligible to be circulated, there are only a few cosmetic products. Protection for consumers using cosmetics is carried out by BPOM by continuously monitoring cosmetic products that contain hazardous substances. Apart from BPOM which continues to supervise, consumers are also entitled to report if consumers feel disadvantaged due to using cosmetic products that contain hazardous substances and are not registered with BPOM.
