Abstract

This study aims to determine the implementation of the legislative function of the Regional People's Representative Council in the preparation of initiative regional regulations in Siak Regency, where the phenomenon that researchers found was that the Siak Regency DPRD members were not optimal in using the initiative right in making regulations, nor did they have the initiative to socialize and involve the community. in the process of discussing the Draft Regional Regulation, and the lack of understanding of the Siak Regency DPRD on legislation, although several times and even twice a year technical guidance is carried out for capacity and institutional strengthening. To find out these problems, the author uses William Dunn's theory to divide the public policy process into several stages, namely the setting of the policy agenda,policy formulation, and policy adoption. The research method uses qualitative research methods as a technique for data collection and direct interviews with informants such as the Head of the Regional Regulation Formation Agency, the Head of the Regional Secretariat Law, Deputy Chair I of the DPRD, Commission I-BID. Law and Government, Head of the Trial Minutes and Legislation Section, Special Committee for Initiatives for Regional Regulations, Siak Regency Regional Regulation Formation Agency (BapemPerda). The results show that the implementation of the DPRD function using its initiative rights has not yet been implemented, given that there is no proposal for the formation of regional regulations from members of the Siak Regency DPRD in the 2019-2024 period due to the lack of aggressiveness of members of the Siak Regency DPRD for the current period, constrained by the pandemic and the implementation of meetings held in online form, therefore the urgency of the community is not maximal to convey. The inhibiting factor in implementing the Legislative Function of the DPRD in the Preparation of Initiative Regional Regulations in Siak Regency, namely the lack of human resources who are members of the DPRD in Siak Regency, this can be seen from the unequal education of DPRD members in Siak Regency because they have different educational backgrounds so that the lack of confidence of the DPRD members in expressing their opinions in the internal meeting forums of the Siak Regency DPRD members. For members of the Siak Regency DPRD, treatment is needed on how to convey opinions and arguments with full confidence during meetings and existing forums.
