Abstract
Effectiveness, is a state of achieving an expected or desired goal through the completion of work in accordance with a predetermined plan. Service is a series of activities to take care of, help, provide services in the form of services and service facilities. Bagan Melibur Village Government, Merbau District, Meranti Islands Regency, organizes services, one form of service is the issuance of a Certificate of Inadequacy (SKTM) which is used as one of the conditions in the application for fee waivers in the fields of education, health, law and other social assistance. Certificate of Inadequacy is the most widely managed publishing service by the people of Bagan Melibur Village in 2020. The purpose of this study is to find out the effectiveness of the issuance of Certificates of Inadequacy (SKTM) in Bagan Melibur Village, Merbau District, Meranti Islands Regency. To find out the factors that inhibit the effectiveness of the Service of Certificate of Inadequacy (SKTM) in Bagan Melibur Village, Merbau District, Meranti Islands Regency. The problem in this Thesis is How the Effectiveness of The Service of Issuing Certificates of Inadequacy (SKTM) in Bagan Melibur Village, Merbau District, Meranti Islands Regency and to find out what are the factors that inhibit the effectiveness of the Service of Certificate of Inadequacy (SKTM) in Bagan Melibur Village, Merbau District, Meranti Islands Regency. This type of research in thesis writing is to use a skinned approach that produces descriptive data in the form of written words, people's oral speech and behavior that can be observed by the author. Qualitative approach has natural characteristics (Natural serfing) as a survey of descriptive direct data, the process is more important than the results. The results of the study still found the receipt of gratitude money and and there are still able people who take care of SKTM and the absence of service process flow boards. Barriers to facilities and infrastructure are inadequate and policies and requirements are still general. Advice for inadequate facilities and infrastructure in order to develop a service system through online services so that it can save time, use of places and can spread information more widely For policies and requirements that are still general in nature and anticipate the existence of a capable community that takes care of it, it is recommended to increase the requirements of home documentation.
