Abstract

The COVID-19 pandemic has suppressed the economy from various angles, including the village economy. In an effort to maintain the welfare of the community, the government disburses very large funds in each village known as the Village Fund. Based on Minister of Finance Regulation No. 40/PMK.07/2020 concerning Amendments to Minister of Finance Regulation No. 205/PMK.07/2019 concerning Village Fund Management, that Village Funds can be used for handling COVID-19 and BLT-Village Funds. The BLT-Village Fund in Pematang Manggis Village indicated a lack of proper targeting and double assistance provided to KPM. The purpose of this study was to find out whether the BLT-Village Funds in Pematang Manggis Village were channeled correctly, and to find out how the implementation of data collection on the community receiving the Village Fund Direct Cash Assistance in Pematang Manggis Village. This study uses a qualitative descriptive research method. Edward III (in Subarsono 2005) said that there are 4 factors that influence the success or failure of a policy implementation, namely (1) communication, (2) resources, (3) disposition, (4) bureaucratic structure. As for the results of this study, that the implementation of Direct Cash Assistance-Village Funds (BLT-Village Funds) in Pematang Manggis Village, Batang Cenaku District, Indragiri Hulu Regency has not been implemented optimally, because from the results of interviews with village officials and with the community that the success of policy implementation must in accordance with the indicators of communication, resources, disposition, bureaucratic structure.
