Abstract

This research is focused on controlling deforestation in Riau Province caused by forest fires. With the formulation of the problem, namely how the policy for mitigating forest deforestation by the Riau Province DLHK and what are the obstacles of the Riau Province DLHK in dealing with forest deforestation in Riau Province. Based on the above background, this study aims to identify and evaluate Riau Province DLHK policies in dealing with deforestation in Riau Province and to identify and evaluate Riau Province DLHK barriers in dealing with deforestation in Riau Province. This research method is qualitative, while the research discussion method uses a descriptive method by prioritizing observation, interviews and documentation as a data collection tool. This study uses the policy evaluation theory of William N. Dunn (2003: 610) assessed by indicators of effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. The results of the research in the field show that in dealing with deforestation, especially forest fires, it is not optimal, this is due to the inhibiting factors for the Riau Province DLHK in dealing with deforestation in Riau Province, namely the geographical condition of Riau Province which is 60% dominated by peatlands, weather conditions, both rainy and dry seasons, the lack of experts, the state of infrastructure which is starting to be damaged and conflicts with the community. In this study, the authors conclude that the prevention of deforestation by the DLHK of Riau Province has not been said to be running well. However, the Riau Province DLHK should make a special policy on deforestation, add experts and improve infrastructure.
